Canada held its latest Express Entry draw on March 20, 2019, issuing 3,350 Invitations to Apply (ITAs) for Canadian Permanent Residence to the candidates in the Express Entry pool. The Comprehensive Ranking System (CRS) score cut-off for this draw was 452, which has dropped by 2 points compared to the CRS score cut-off for the last draw held on March 6, 2019.
It has been noted that this is the second draw in a row that has seen the cut-off score drop. Keeping in view factors like larger draw sizes and IRCC’s higher admissions targets for 2019 and 2020, the cut-off CRS score drop seems inevitable.
Speculations are rife that if IRCC keeps the pace of draws every two weeks and there are larger draw sizes in the second quarter of 2019, it is expected that the cut-off score will continue to fall. Also, the second quarters of both 2017 and 2018 saw draw sizes increase and the CRS cut-off drop.
Akin to the last draw, Immigration, Refugees and Citizenship Canada (IRCC) applied the tie-break rule for March 20, 2019, Express Entry draw as well. The cut-off date and time determined by IRCC was February 7, 2019, at 9:59:25 UTC.
The tie-break rule here means that the candidates with a CRS score of 452 and above, who entered the Express Entry pool before February 7, 2019, at 9:59:25 UTC were issued the ITA in this draw.
The immigration categories managed by Express Entry system includes the Federal Skilled Worker Class, Federal Skilled Trades Class, and Canadian Experience Class. In order to qualify to enter the Express Entry pool, the candidates have to meet the eligibility criteria for these categories.

The active profiles are issued a ranking score based on factors like their age, work experience, and proficiency in English or French. The highest-scoring candidates are later invited by IRCC to apply for Canadian permanent residence via Express Entry draws.
The year 2019 has recorded an aggregate of 21,200 Invitations to Apply (ITAs) issued by IRCC to the candidates who submitted the application for PR through Express Entry framework.
In 2018, around the same point of time, the figure was 14,500 ITAs. I.e. there is an increase of 6,700 ITAs in comparison to the last year. Looking at this trend it seems that 2019 will surpass the record figure of 89,800 Invitations to Apply (ITAs) issued by IRCC in the year 2018.
