On May 10, 2023, Immigration, Refugees and Citizenship Canada (IRCC) conducted the twelfth Express Entry draw of the year. This draw was specific to the Provincial Nominee Program (PNP) and issued a total of 589 Invitations to Apply (ITAs). Candidates who received an ITA had a minimum Comprehensive Ranking System (CRS) score of 691.

The draw featured the tie-breaking rule implemented on March 08, 2023 at 16:42:17 UTC. If more than one candidate had the minimum CRS score, only those who submitted their Express Entry profiles before this date and time received invitations.

PNP Specific Draws and Proof of Funds Update

In a PNP specific draw, candidates are already part of the Express Entry pool, but they must also have received a nomination from a Canadian province. This was the fourth PNP specific draw of the year, and the previous one was on March 1, where 667 candidates were invited. All draws since then have considered candidates from all Express Entry programs.

On May 2, IRCC announced an update to the amount of money Express Entry applicants must have access to in Canada as proof of funds. All Express Entry candidates must show proof of funds to demonstrate that they have enough money to settle in Canada. Candidates in the Canadian Experience Class or those authorized to work in Canada with a valid job offer are exempt from this requirement, even for those who apply under the Federal Skilled Worker Program or the Federal Skilled Trades Program. To stay eligible for Express Entry, candidates must update their profiles to reflect that they still have the required amount of settlement funds.

 

Express Entry in 2023

The May 10 draw was the latest in a series of Express Entry draws in 2023. In the previous draw on April 26, 3,500 candidates with CRS scores of 483 were invited. IRCC also invited 3,500 candidates on April 12 with CRS scores of 486. The total number of candidates per draw has decreased since March, where IRCC invited more than 21,000 candidates over four consecutive draws, three of which invited 7,000 candidates. The total number of candidates invited in March was the second highest in Express Entry history, only exceeded by a draw in February 2021.

What is Express Entry?

Express Entry is an application management system for three economic immigration programs: the Federal Skilled Worker Program, the Canadian Experience Class, and the Federal Skilled Trades Program. Each program has unique eligibility criteria, but all require skilled work experience. Candidates evaluate their eligibility, upload their profile on the IRCC website, and receive a score based on their work experience, occupation, language ability, education, age, and other human capital factors. The highest-scoring candidates are the most likely to receive an ITA for permanent residence. Once a candidate receives an ITA, they have 60 days to send in their completed application. An immigration officer will review the application and decide if the candidate is approved.
