A total of 336 Letters of Advice to Apply were issued to Canadian immigrants in the Second Manitoba PNP Draw of 2023 on January 26. The MPNP issued LAAs through three streams.
Of the 336 Letters of Advice to Apply issued in this draw, 32 were issued to candidates who declared a valid Express Entry profile number and job seeker validation code. According to records, this was MPNP’s 166th draw.
The Skilled Worker in Manitoba Stream (SWM) is designed to meet the specific needs of Manitoba employers. In order to obtain permanent residence in Canada, SWM nominates foreign-trained workers with the required skills. There are two paths to Manitoba immigration through the stream, which prioritizes candidates with a strong attachment to the province.
The program is open to applicants who are currently working in Manitoba on a temporary work permit, through the Temporary Foreign Worker Program, or as graduates from any province within Canada. It is not necessary for candidates to work in an in-demand occupation to be considered for this position.

As part of the Skilled Worker Overseas Stream (SWO), both a direct provincial pathway and a dedicated Canada Express Entry pathway are available.
The program is aimed at international skilled workers with skills and training in Manitoba’s In-Demand Occupations. Applicants and spouses with close family connections as well as language proficiency, training, and experience are given priority.
International candidates who meet Express Entry criteria and have an active Express Entry profile and are eligible under another MPNP stream. It is essential that candidates have skills, training, and experience in one of Manitoba’s In-Demand Occupations, and that they have strong family ties to the province.

International Education Stream (IES) is designed for international graduates of Manitoba colleges and universities. Candidates who apply for an MPNP nomination under IES no longer have to work in their field for six months before applying. Three pathways are available:
