Ontario Human Capital Priorities Stream Invites 1,863 Express Entry Profiles in Latest OINP Draw

On May 5, the Ontario Immigrant Nominee Program (OINP) conducted a new draw under the Human Capital Priorities (HCP) stream, directly inviting 1,863 Express Entry profiles.

These profiles were created with 9 tech-related National Occupational Classifications (NOCs)/occupations and had a Comprehensive Ranking System (CRS) score between 475-482.

The draw considered profiles created between May 5, 2022 – May 5, 2023.

List of invited NOCs/occupations

  • NOC 20012 – Computer and information systems managers
  • NOC 21211 – Data Scientists
  • NOC 21223 – Database analysts and data administrators
  • NOC 21230 – Computer systems developers and
  • NOC 21231 – Software engineers and designers
  • NOC 21232 – Software developers and programmers
  • NOC 21233 – Web designers
  • NOC 21234 – Web developers and programmers
  • NOC 21311 – Computer engineers (except software engineers and designers)

Compared to the previous OINP HCP Tech draw on March 10, 2023, the lower range of the CRS cutoff score dropped by 4 points and the upper range of CRS dropped by 7 points. The OINP regularly evaluates the Express Entry pool, and profiles with in-demand occupations are sent an invitation to accept the provincial nomination.

If selected, candidates who accept the provincial nomination receive an additional 600 points to their existing CRS score. For instance, the total CRS score of Express Entry profiles created in the above-listed occupations will increase to 1,075-1,082 if they accept the provincial nomination.

It is important to note that Express Entry profiles do not need to register separately for OINP to be eligible for the Human Capital Priority stream but need to select “Ontario as the intended province” while creating the profile. In 2023, Ontario has issued 5,402 notifications of interests under the Human Capital Priorities Stream so far.

 

General Eligibility for the Ontario Human Capital Priorities Stream

  • To be eligible for the Ontario Human Capital Priorities Stream, applicants must meet the following criteria:
  • Have a valid Express Entry profile for the Canadian Experience Class (CEC) or the Federal Skilled Worker Programme (FSWP).
  •  Hold a bachelor’s, master’s, or doctorate degree from Canada, or an Education Credential Assessment (ECA) of an equivalent foreign degree.
  • Demonstrate a minimum of CLB level 7 in English or French proficiency (IELTS/CELPIP/TCF/TEF) or higher.
  • Have enough settlement funds to sustain themselves and their dependent family members, or yearly earnings from employment in Ontario, or an offer of employment in Ontario.
  •  Intend to reside in Ontario, as determined by one or more of the following variables:
    • Working or having worked in Ontario.
    • Received a job offer or applying for jobs.
    • Studying.
    • Volunteering.
    • Leasing or owning property.
    • Visiting.
    • Having professional networks and affiliations, family ties, and personal relationships.
