Quebec Invites 444 foreign workers for permanent selection certificate

September 20, 2019 – In a draw held on August 19, QUEBEC has invited 444 foreign workers to apply for Quebec Selection Certificate.

The draw was specifically organized for Quebec Skilled Worker Program Candidates with an Expression of Interest (EOI) in the province’s Arrima system.

In order to receive an invitation in the August 19 draw, candidates have to meet the following criteria:

Candidate’s application for selection submitted under the Quebec Skilled Worker Program was terminated, pursuant to section 28 of     Quebec’s Act to increase Quebec’s socio-economic prosperity and adequately meet labor market needs through successful immigrant integration.

Candidates filed an EOI with minister before December 17, 2019 and they were in one the following situations:

Their application for selection submitted under the Quebec Skilled Worker Program was terminated, pursuant to Section 28 of Quebec’s Act to increase Québec’s socio-economic prosperity and completely meet labor market needs through successful immigrant integration (the Act); and:

They filed an EOI with the Minister before December 17, 2019; and they were in one of the following situations:

Their application which was terminated under the Act, was submitted to Minister under 5.01 of the regulation respecting the selection of foreign nationals

OR,

They were in Quebec on June 16, 2019, while they held a study or work permit issued pursuant to Immigration and Refugee Protection Regulations

To manage bank of candidates, Arrima was introduced last year to receive EOIs for the Quebec Skilled Worker Program.

An EOI in fact is a way to let candidates know about Quebec’s Immigration Ministry that they would like to be accepted for a Quebec Selection Certification.

A CSQ allows a candidate to apply for permanent residence in Quebec.

The Expression of Interest (EOI) based online system replaced the first-come first served system which was meant to considering applications to Quebec Skilled Worker Program.

Candidates under the EOI system create a profile in Arrima and allotted a score depending on the factors such as education, age, work experience and proficiency in French language.

Candidates are eligible to apply for Certificate de selection du Quebec (CSQ) on the basis of factors such as labor shortages in the province’s outlying regions.

Those candidates who receive invitation from CSQ are eligible to apply for permanent residence through Canada’s federal immigration ministry.
