On January 18, IRCC (Immigration, Refugees and Citizenship Canada) conducted the second Express Entry draw of 2023, issuing a total of 5,500 invitations with a minimum Comprehensive Ranking System score of 490.

The minimum CRS score was 17 points lower than the January 11 draw. Also, no program was specified, which means candidates were invited from the Canadian Experience Class (CEC), Federal Skilled Worker Program (FSWP) and the Federal Skilled Trades Program (FSTP) under the Express Entry system.

Since the Express Entry draws resumed in July 2022, the cut-off score has been decreasing consistently. As of November, the minimum CRS score was 491. The next draw, however, had a significant rise to 507 points, probably because the draw came after one and a half months

As per the tie-break rule, candidates who had the minimum score were only included if they had submitted their profiles before November 24, 2022 21:14:59 UTC

This was the second round of invitations under Express Entry in 2023 and 238th overall.

Candidates have a 60-day window to submit their applications, which will be processed within the six-month standard.

In 2023, Canada has issued 11,000 ITAs, nearly a quarter of the 45,115 issued in 2022.

In 2021, IRCC issued 114,431 ITAs, all to candidates under the Canadian Experience Class and Provincial Nominee Program. It beat the previous record of 107,350 set in 2020.
