International graduates will be able to stay in Canada longer under a temporary policy announced by Immigration Minister Sean Fraser on April 22.

Starting this summer, international student graduates who have a Post-Graduation Work Permit (PGWP) that expires between January and December 2022 and are in Canada will be eligible for an additional open work permit for 18 months. Under normal circumstances, the PGWP is not extendable or renewable.

In the coming weeks, more details about the process will be available.

The announcement comes as part of the effort to allow PGWP holders to stay in Canada longer, gain work experience, and enhance their chances of becoming permanent residents. Considering that the Express Entry draws for Canadian Experience Class (CEC) candidates have been paused since September, a number of PGWP holders whose permits are expiring are being forced to apply for a new work permit, resign from their jobs, or leave Canada.

About 95,000 PGWPs will expire by 2022, and this measure could benefit an estimated 50,000 people, according to Immigration, Refugees and Citizenship Canada (IRCC).

The announcement comes at the same time as Fraser revealed a slew of measures in support of economic-class immigrants. In July, Express Entry draws for skilled workers such as CEC and Federal Skilled Worker Program (FSWP) candidates will also be resumed.

IRCC has ramped up processing in recent months. Over 100,000 work permit applications have been processed by Canada in the first quarter of 2022, doubling the number processed over the same quarter last year.

In the last year, over 157,000 former students have become permanent residents, almost 88,000 of them directly from the PGWP to permanent residency.
