The Government of Quebec encourages temporary foreign workers working in Quebec and international students completing their higher education in Quebec, to permanently settle in the province. The Quebec Experience Class Program is a fast track process leading to Permanent Residency for foreign workers and students. The program allows temporary workers and international students to apply for permanent residence from within Quebec, after completing a period of qualified work or studies.
To be eligible to apply as a temporary worker under the Quebec experience class program, the candidate must:
- Intend to settle in Quebec.
- Have lived and worked in Quebec in the past.
- Hold a full-time job with NOC level 0, A or B.
- Held a full-time job with NOC level 0, A or B for at least 24 months of the last 36 months of the date of filing the application.
- Demonstrate knowledge of French equal to at least 7 of the ‘Quebec scale of French language proficiency levels.
- Pass a Quebec values test within the prescribed deadlines.
To be eligible to apply as a foreign student under the Quebec experience class program, the candidate must:
- Have completed a Full-time study program in the province of Quebec
- Full-time work experience of minimum 12 months after the end of the study program with a job at NOC level 0, A or B.
- Hold a full-time job at NOC level 0, A or B at the time of the application.
- Pass a recognized French test or have completed a higher education program in the French language.
