Canada is set to announce its next three-year immigration level plan

Immigration, Refugees and Citizenship Canada (IRCC) releases an Immigration Levels Plan every year that determines how many immigrants will be allowed into Canada. It includes the breakdown of immigrants over the next three years by economic class, family class, and humanitarian class programs. In this year’s report, projections for 2023, 2024, and 2025 are included.

This announcement must be made each year by November 1 under the Immigration and Refugee Protection Act (IRPA), Canada’s most important immigration law. It is the second Immigration Levels Plan to be announced in 2022. The first was announced in February after the September 20, 2021 federal election.

 

Immigration Target for 2022

According to the Immigration Levels Plan for 2022-2024, Canada intends to bring 431,645 new permanent residents through all immigration classes in 2022. The target for the number of new permanent residents will steadily increase to 451,000 by 2024.

Over 300,000 new permanent residents have already moved to Canada in 2022. The majority of them come from economic class programs. The target for economic class immigrants in 2022 is 241,850, or approximately 60% of the total number of immigrants. Also included in the 2022 plan are 105,000 immigrants from the family class and 8,250 immigrants from the refugee and humanitarian categories.

Once the new Immigration levels Plan for 2023-2025 is announced, these targets may all change and are no longer used as the reference point for IRCC immigration targets.

 

What to expect?

Immigration levels usually increase from the current highest level as a result of the Immigration Levels Plan. For instance, in 2016, the total target was 250,000 immigrants. Even with the uncertainty caused by the pandemic, the IRCC sent over 405,000 invitations to permanent residents, breaking the previously held record.

It is estimated that the overall target for 2023 will be 447,055 before it increases to 451,000 in 2024.

As part of the Immigration Levels Plan, IRCC collaborates with various government departments and stakeholders to determine how permanent resident spots will be assigned in each class and subsequent program.

Immigration Minister Sean Fraser told CIC News in June that he would consult with provinces regarding labour market needs. According to some provincial immigration ministers, the current plan does not allocate enough spots for Provincial Nomination Programs (PNPs), which they believe are better suited to attract skilled immigrants to bolster the workforce and fill voids in the Canadian workforce.

The minister also predicted that in the coming years, targets will rise as high as 500,000 new permanent residents a year. However, he did not specify when.

IRCC data indicates that 513, 923 applications for permanent residency were pending as of August 31. IRCC recently announced it will hire over 1,000 new employees, move to a 100% digital application process, and modernize its aging technology to improve client services and speed up processing times.
