Canada conducted its seventh all-program Express Entry draw of 2023 on April 26, inviting 3,500 candidates to apply for permanent residency.

The minimum Comprehensive Ranking System (CRS) score required was 483, three points lower than the previous all-program draw held on April 12.

Candidates from the Federal Skilled Worker, Canadian Experience Class, Federal Skilled Trades and Provincial Nominee Program were eligible for this round of invitations.

The draw featured the tie-breaking rule implemented on April 22, 2023 19:46:58 UTC. If more than one candidate had the minimum CRS score, only those who submitted their Express Entry profiles before this date and time received invitations.

What is Express Entry?

Express Entry is an immigration system implemented by the Immigration, Refugees and Citizenship Canada (IRCC) that manages skilled worker applications under Federal Economic programs. This includes the Federal Skilled Worker Program, the Federal Skilled Trades Program, the Canada Experience Class, and parts of the Provincial Nomination Programs.

Canada’s 2023 Immigration Target

Canada aims to welcome a record number of 465,000 new permanent residents in 2023. The country has already issued 45,260 Invitations to Apply (ITAs) in 2023, after inviting 45,115 candidates in the whole of 2022. To achieve its target, stakeholders expect Canada to continue issuing high numbers of ITAs in the coming months.

Express Entry Draws in 2023

Canada has conducted 11 rounds of invitations under Express Entry in 2023, with seven being all-program draws. The first two all-program draws saw 5,500 ITAs each, the next three 7,000, and the last two 3,500. The country has also conducted one draw targeted at Federal Skilled Worker candidates and three at Provincial Nominee Program candidates.

IRCC’s Record-Breaking Year

IRCC issued a record 114,431 ITAs in 2021, to all Canadian Experience Class and Provincial Nominee Program candidates. It beat the previous record of 107,350 set in 2020.

Employers Can Recruit Foreign Workers

Employers are encouraged to secure a Labor Market Impact Assessment (LMIA) or nomination under provincial nomination programs (PNPs) to ensure long-term retention of employees. Interested employers can seek assistance from immigration firms that provide Canadian employers with unparalleled immigration legal services and recruitment of foreign nationals through their in-house skilledworker.com.

What Should Candidates Do Next?

Candidates can take the following steps to increase their chances of receiving an ITA:

  • Secure an approved offer of employment, which is highly recommended as one of the best pathways to guaranteeing an ITA in the next round of invitations.
  • Check their CRS scores regularly as CRS scores are expected to continue to fall in 2023 as Canada increases the number of ITAs issued.
  • Complete a free online evaluation to find out whether they qualify for Canadian immigration.
