Canada Issues Another Record-Breaking 7,000 Invitations in Latest Express Entry Draw

On March 23, 2023, the Canadian government held its fourth all-program Express Entry draw of the year, inviting 7,000 candidates to apply for permanent residency.

This draw follows a similar draw held just eight days prior, which also issued 7,000 Invitations to Apply (ITAs) for permanent residency. These two recent draws are the largest all-program draws in Express Entry history, with the only draw to have issued more invitations being the one-off Covid-inspired draw in February 2021, which saw 27,332 ITAs issued to Canada Experience Class candidates.

The March 23 all-program draw featured a minimum Comprehensive Ranking System (CRS) score of 484, six points lower than the previous all-program draw held on March 15.

This was Canada’s fourth all-program Express Entry draw of 2023, with the first two draws issuing 5,500 ITAs each. The authorities have also conducted one draw targeted at Federal Skilled Worker candidates and three at Provincial Nominee Program candidates.

The latest draw saw the tie-breaking rule implemented on May 19, 2022, at 06:48:41 UTC. This rule stipulates that if more than one candidate has the minimum CRS score, only those who submitted their Express Entry profiles before this date and time received invitations.

Canada has issued 31,260 ITAs in 2023, following the invitation of 45,115 candidates in the whole of 2022.

The Immigration, Refugees and Citizenship Canada (IRCC) issued a record 114,431 ITAs in 2021 to all Canadian Experience Class and Provincial Nominee Program candidates, beating the previous record of 107,350 set in 2020. In 2023, Canada has set a record immigration target of 465,000.

This was the eighth round of invitations under Express Entry in 2023 and the 244th overall.

Candidates who received ITAs in the latest draw have a 60-day window to submit their applications, which will be processed within the six-month standard. This large number of ITAs issued in 2023 demonstrates Canada’s commitment to welcoming more skilled immigrants to its shores and contributing to its economic growth.
