Canada has issued 500 Invitations to Apply (ITAs) to candidates with French language proficiency in a new Express Entry draw. This is the fourth draw targeting French speakers in 2023.

The draw, held on September 27, featured a minimum Comprehensive Ranking System (CRS) score of 472, marking a notable decrease of 37 points compared to the previous French-language draw on August 2.

Throughout the year, Canada has conducted a diverse range of draws, including 16 all-program draws, four Provincial Nominee Program (PNP) draws, and four draws specifically aimed at French speakers. Other targeted draws focused on healthcare occupations, STEM occupations, skilled trades, Federal Skilled Worker candidates, and transport jobs.

As of now, the Immigration, Refugees and Citizenship Canada (IRCC) has issued a total of 85,448 ITAs in 2023, surpassing the 45,115 invitations extended in the entirety of 2022. In 2021, a record-breaking 114,431 ITAs were issued, surpassing the previous record of 107,350 set in 2020.

Canada’s ambitious immigration target for 2023 stands at 465,000.

The recent draw, the 30th in 2023 and 266th overall under the Express Entry system, implemented the tie-breaking rule based on submissions before August 16, 2023, at 09:00:14 UTC. In cases where multiple candidates share the minimum CRS score, only those who submitted their Express Entry profiles before this specified date and time received invitations.

Successful candidates now have a 60-day window to submit their applications, with processing expected to adhere to the standard six-month timeframe.
