How Will Canada’s New NOC System Affect Immigration?

IRCC Canada's New NOC Sy Bridging Open Work Permit in Canadastem

In the second half of 2022, Canada will introduce a new approach to evaluate a candidate’s work experience; once implemented, the new NOC system will likely change who is qualified for some Canadian immigration programs. The National Occupational Classification (NOC) system has been completely overhauled. These modifications are scheduled to take effect in the second half of 2022. NOC codes are essential to the immigration procedure in Canada. As a result, it is projected that these changes will have a major influence on Canadian immigration eligibility.

What is a NOC code, exactly?

The National Occupational Classification (NOC) system classifies jobs based on job responsibilities and the type of work performed. There are over 35,000 job titles to pick from right now. Candidates must select the NOC code that most closely matches their work experience when applying for most Canadian immigration programs. NOC codes are then used by Immigrant, Refugees and Citizenship Canada (IRCC) to assess an immigration applicant’s job experience and determine program eligibility. The Express Entry method, in particular, requires candidates to have at least one year of work experience in NOC Skill Level A, B, or 0.

How is the NOC system changing?

Instead of “Skill Levels,” the new system will divide NOC codes into categories based on Training, Education, Experience, and Responsibilities (TEER).These TEER categories will make it easier to discern between formal training and education, especially within the Skill Level B category. Almost half of all occupations are categorised as Skill Level B in the current NOC 2016 matrix.A new level will be added to provide more information about the level of education or training required for the position. Instead of employing Skill Levels 0, A, B, C, and D, the TEER system will assign number values to occupations: 0, 1, 2, 3, 4, and 5. Another modification will be the code’s length. The new NOC 2021 system will use a five-digit code instead of the existing four-digit code.

What is the significance of the NOC system changing?

The impact of these modifications on the Express Entry system and other immigration programs has yet to be determined by the IRCC. One possibility is that Express Entry draws start granting invitations by focusing on specific NOC codes that are now in high demand. Following the NOC revisions, certain candidates may find themselves ineligible for specific programs. Certain candidates who were previously deemed disqualified owing to their vocation may now be eligible as a result of the adjustments.
