On September 19, 2023, the Ontario Immigrant Nominee Program (OINP) conducted a draw, inviting a total of 608 individuals to apply for permanent residency (PR) through two distinct streams.

Out of these, 537 invitations were extended under the Masters Graduate Stream, offered to all Expression of Interest (EOI) profiles with a score of 41 or higher. Additionally, 71 invitations were issued under the PhD Graduate Stream, exclusively to EOI profiles with a score of 40 or higher.

The eligibility criteria for this draw encompassed EOI profiles created within the timeframe of November 22, 2022, to September 19, 2023.

Candidates who received invitations now have a 14-day window to submit their PR application, aligning it with the information provided in their Expression of Interest profiles to secure permanent residency in Ontario.

We would like to emphasize our recommendation for individuals aspiring to attain Canadian permanent residency, particularly given the increasing Comprehensive Ranking System (CRS) scores in Express Entry draws.

Rather than investing in Labour Market Impact Assessments (LMIAs) or payroll arrangements, international students aiming for PR in Canada can choose to pursue a Master’s degree at qualifying universities. This approach offers several advantages:

  • Enhances their academic qualifications, paving the way for improved career prospects.
  • Grants the privilege to stay in Canada as students.
  • Significantly augments their chances of securing permanent residency.

Notably, the OINP Masters Graduate Stream does not necessitate a job offer, making it more sensible to allocate resources towards advancing one’s career profile rather than procuring employment offers, LMIAs, or payroll arrangements.

Overview of OINP Draws in 2023
