Quebec Government Announces its Immigration Plan for 2023

According to Quebec’s Immigration Plan for 2023, released on December 8, the province could admit 52,500 new permanent residents. This target is precisely the same as the immigration plan for 2022.

A majority of new immigrants to Quebec in 2023 will be admitted through the province’s economic immigration programs, including the Quebec Skilled Worker Program (QSWP) and Quebec Experience Program (PEQ).

New targets are in line with those set out during the public consultation held in summer 2019 as part of Quebec Immigration Planning for 2020-2022.

More than 65% of planned admissions are in the economic category, with a maximum target of 33,900. Up to 29,500 skilled workers and 4,300 business immigrants will be welcomed to the province under this category, which includes investors, entrepreneurs, and self-employed individuals.

The remaining 18,100 new permanent residents are expected to arrive through family reunification, refugees, and other immigration programs.

Each year, Quebec’s Immigration Department presents the province’s immigration plan. This plan outlines how many new permanent residents the province plans to admit in the coming year, as well as the categories under which they will be admitted. To date, plans have been released outlining targets for only the coming year. The province will create a multi-year plan beginning in 2024 following a consultation in 2023.

 

Focus on French-speaking candidates

With the Coalition Avenir Québec (CAQ) winning a second term as the governing party earlier this year, the Immigration Level Plan for the year 2023 will remain similar to the 2022 plan.

The current 2022 plan set out under the leadership of current premier François Legault, aimed to gradually increase the number of immigrants after reducing intake targets back in 2019. CAQ introduced a 20 percent decrease that year to improve newcomer selection and francization.

It is one of the key interests of the CAQ party to protect the French language in Quebec, and the party’s 2023 plan focuses on selecting immigrants who already speak French. It is predicted that 79% of economic immigrants and 66% of immigrants across all categories will be able to speak French in 2023, according to the Ministry of Immigration, Francization, and Integration.

Interestingly, Quebec immigration remained a debatable topic in 2022’s provincial election. Legault was allowed to admit 50,000 new immigrants into Quebec once a year during his term. As Legault points out, Quebec is not able to accommodate more immigrants than the above figures, especially those without French proficiency.
