The Canadian constitution gives the federal and provincial governments joint authority over the country’s immigration system in order to benefit the economy and make the country a desirable destination for foreign settlers.

The federal government runs a number of immigration services, but the provincial government only has a few options, including the Provincial Nominee Program (PNP).

 

What is PNP?

The Provincial Nominee Program (PNP) requires applicants who wish to live in a specific province and contribute to its local economy, as well as permanent residents of Canada, to apply.

These programs have always been popular with provinces, but they have recently gained popularity among immigrants because they provide them with a second chance to reach Canada if they do not meet the federal CRS cutoff. Provincial governments have a say in governing the population of their provinces through PNP. The aim of a PNP program is to ensure that immigrants are spread evenly throughout the country and that each population develops.

Currently, all provinces and Northwestern territories, with the exception of Quebec and Nunavut, have PNP systems in place, although with certain variations and under different names.Despite the fact that each province runs the program according to their own preferences and procedures, all provinces have firsthand experience when it comes to deciding whether or not to continue with an applicant. And when a province issues a Notification of Interest, which grants them an extra 600 points under the Express Entry scheme, will the applicant become a Permanent Resident.

 

Top provinces to consider for PNP

Following provinces are the easiest and most lucrative options for future Canadians:

Saskatchewan: Saskatchewan’s PNP program is administered under the Saskatchewan Immigrant Nominee Program (SINP), which is further divided into the following categories:

  • International Skilled Worker – For those whose Express Entry profile qualifies them.
  • Saskatchewan experience – Temporary residents who already live and work in the province.
  • Entrepreneur and Farm – Anybody who wants to purchase a business or run a company is encouraged to invest and trade.

Alberta: Alberta’s PNP system is managed by the Alberta Immigrant Nominee Program (AINP), which is divided into two parts:

  • Alberta Opportunity Stream – To qualify for this program, eligible residents in the province must have a job offer.
  •  Alberta Express Entry Stream – Candidates who meet the Express Entry requirements for Permanent Residence can be nominated by the province

Candidates who meet the eligibility requirements and have a minimum score of 300 (before adding the provincial nomination) receive a NOI. 

Ontario  The Ontario Immigrant Nominee Program (OINP) includes the following streams:

  • French-Speaking Skilled Worker Stream
  • Human Capital Priorities Stream
  • Skilled Trades Stream
  • Business Category (Entrepreneur Stream)

Despite the fact that the province has a large number of immigration programs, it seems that the province is adopting stringent qualification requirements and making changes to the OINP streams. Notifications of Interest (NOIs) are now shared with tighter standards throughout the province.
